In a sign that gas feedstock prices could go down in some key regions, natural-gas pipeline company Williams indicated it would try to build the long held-up Constitution and Northeast Supply Enhancement pipelines, which would shuttle natural gas from Appalachian gas fields throughout the Northeast.
